SSL is on if user goes to https but unsecure http still online too

We paid for SSL and it appears to be active - but if user is linked to, or types in http: instead of https:, then the non protected site is there for use.
Is that how it should be? The website is only a couple of months old - I found two Google links, one is the primary contact form page at the insecure URL.
Can I - do I need to do a redirect from http: to https: in OPS? Please advise

    Maybe there's some help here - https://duckduckgo.com/?q=.htaccess+...to+https&ia=qa

I'd create a file locally then ftp it up, but there's an htaccess editor in the control panel. I haven't used it though.
