It is possible, but not advised. PowWeb is a webhost not a mailing service so they put some pretty tight limits on how many e-mails you can send. There are ways to get around the limits by getting approval from PowWeb, but you would be much better off just paying for a service that is designed for mailing.

That could cause a high CGI load on the server so it isn't recommended unless you can break it into chunks and send a little every now and then. A third party newsletter management system would be advised as the sending limits will be hit if you send all these in one day. This is generally recommended anyways so that you do not get marked as a spammer.
