IF you are using IE 6, then you can change the cookie setting by going into the "Tools" and "Internet Options" .. then click on the "Privacy" tab at the top of the dialog box and move the Slider to set for the amount of cookies you wish to have.

Or you can click on the "Edit" button and then add in sites which you do not want cookies dropped from.

Sheesh... I'm not very nice, what if you don't have IE6.... guess I've not had enough coffee yet.

Anyway, if you have an earlier version of IE, then you still need to go into the "Tools" / "Internet Options"... then go to the "Advanced" tab.

In the Advanced section you should find a check box that allows you to disable the cookies functions.

You can also get to the "Internet Options" via the "Control Panel" if you do not happen to have IE up and running when you go to make your changes.

Why would you want to disable all cookies? makes surfing kinda hard for a lot of sites.

In IE 6, you can set it up to block certain cookies or to block all cookies and allow only certain ones. Some sites use cookies to auto sign you in, such as these Forums
