Submit a request to support and say that because you are outside the US (I assume you are), you cannot call on the phone. They will ask for some other form of verification (though they shouldn't have to if you submit a support ticket while logged in to Member Operations.)

I also have a question. I ordered my site at 8/2/2005, and it's already been a year (though I paid for 2 years) and I wish to transfer/cancel my account. Can I do this even though I already paid for 2 years? I know they probably won't refund anything, I'm just asking if I'm still allowed to transfer. Or atleast transfer my domain name.

Powweb lets you transfer your domain name at any time. I recommend transfering to Godaddy or another good registrar. Every registar usually has information on how to transfer domain names.

And yes, you can cancel and ask for a pro-rated refund of remaining time. They do this. They may deduct $15 for the domain registration. The domain will remain registered here unless and until you initiate a transfer to another registrar (you do that at the new registrar). Be sure that the domain is marked "unlocked" at PowWeb - you may have to ask support to do that.
